*1128Petitioner, a prison inmate, was charged in a misbehavior report with violent conduct, refusing a direct order, making threats and a movement regulation violation after getting into a verbal confrontation with correction officers. Following a tier III disciplinary hearing, petitioner was found not guilty of violent conduct, but guilty of the remaining charges. That determination was upheld upon administrative appeal.
