Opinion,
Francis Rosanelli (Appellant) sought to erect six twin-home units and one single-family dwelling on 2.04 *421acres of land in Qnakertown Borough. He submitted a subdivision and land development plan for approval to the Quakertown Planning Commission. This plan was rejected on July 11, 1977. Thereafter, on August 3, 1977, the Quakertown Borough Council (Council) also rejected the proposed plan. Appellant was then informed of Council’s decision by letter.
