The petitioner, Lloyd Ruff, filed a petition under sections 8(a) and 19(h) of the Workers’ Compensation Act (the Act) (Ill. Rev. Stat. 1981, ch. 48, pars. 138.8(a), 138.19(h)), alleging that his disability had increased to 100%. Originally, the arbitrator granted and the Industrial Commission affirmed compensation for the petitioner’s 271/2% permanent loss of the use of his right arm in connection with a December 13, 1976, work-related injury.
