This appeal arises from the Twenty-First Judicial District Court, St. Helena Parish, the Honorable James D. Johnson, Wayne Ray Chutz, and Bruce C. Bennett, presiding. The DEMCO Board of Directors (the Board) appeals the trial court judgment in favor of the appellee, Helen B. Carter (Carter) finding that Carter was wrongfully prohibited from seeking candidacy for the Board and that Carter was eligible to serve as a member of the Board.
