Plaintiff, Fetters, is a resident real estate owner and taxpayer of the City of Wilmington. *321Plaintiffs, Carl E. Widell & Son, are a partnership engaged in the construction and contracting business with their principal office in Haddon Heights, New Jersey. Reference to “plaintiffs” will include only Widell & Son unless otherwise indicated.
