I dissent for two reasons. First, I question the majority’s acceptance of jurisdic*508tion in this case on a basis that is not dispositive of the substantive, issue that it addresses. Second, and more importantly, while the facts establish reasonable suspicion for the officer to have engaged in an investigatory stop of Hankerson, I dissent because the majority expands the circumstances under which probable cause would support a search after an officer observes suspected hand-to-hand drug transactions that occur within a matter of seconds.
