These consolidated actions for declaratory and injunctive relief raise identical questions under the Massachusetts public records statute, G. L. c. 66, § 10. In each case, the plaintiff requested disclosure of a limited subset of information that the Department of Industrial Accidents (depart*429ment) collects from employers and maintains in its so-called “first reports of injury” (first reports).
