After determining that she had misappropriated the personal funds of Chester Riggins, a 91-year-old nursing home resident under her care, the Division of Aging (“Division”) of the Missouri Department of Social Services 1 notified Beverly Ann Wells of its intention, under section 198.090.15, 2 to place her name on the Department’s official Employee Disqualification List (EDL) 3 for a period of one year.
