This is a dispute arising out of a 1964 contract with the Exchange Council, a non-appropriated fund activity of the Kennedy Space Center (of the National Aeronautics and Space Administration), under which the plaintiff Macke Company obtained the right to supply extensive and exclusive food services for employees (and others) at that location.
