Introduction

This matter came before the Court in this instance on plaintiff’s motion for summary judgment on her state and local housing discrimination claims. Plaintiff had pursued these claims before the Virginia Real Estate Board (the “Board”) and the Fairfax County Human Rights Commission (the “Commission”). The question presented here, apparently novel in Virginia, is whether the findings of the Board or Commission are entitled to res judicata effect in a federal court action concerning the same claims.
