I. Introduction
Defendant, former New York State Senator Shirley Huntley, has pled guilty to participating in a conspiracy to commit mail fraud by embezzling State funds earmarked for a non-profit organization under her control. See 18 U.S.C. § 371; Min. Entry, Jan. 30, 2013, ECF No. 7. In an effort to reduce her sentence, under the guidance of the government, she taped conversations with other State legislators and local officials.
