This is an appeal brought by the Department of Mental Health of the State of Illinois. According to the appellant, the issues presented relate to the propriety of the use of the principal of an incompetent’s estate for charges of the Department of Mental Health and an issue as to whether the claim of the Department of Mental Health in the amount of $9,977 was filed on a timely basis.
