I. Preamble

To address pressing issues relating to its ability to balance the state budget, our Legislature in 2010 ordered defendant Commissioner of Human Services — steward for the poor — to cut costs. As a means to that end, the Commissioner and her Director of Medical Assistance and Health Services terminated long-provided, state-funded health insurance benefits for thousands of impoverished aliens who have a lawful right to be in this country, while leaving intact such benefits to similarly situated citizens.
