[¶ 1] The Town of Gouldsboro’s Planning Board denied JPP, LLC’s application to create a subdivision on the shores of Jones Pond, concluding that the proposal did not meet a requirement that applied to dead-end roads, and that no waiver of that requirement was warranted. The Superi- or Court (Hancock County, Cuddy, J.) af*1104firmed the Town’s decision on appeal.
