This action is brought by a taxpayer of the City of Utica, New York, under the provisions of section 51 of the General Municipal Law against the Mayor, the City Clerk, the-members of the Common Council, the members of the Board of Estimate and Apportionment, the members of the Municipal Housing Authority of the City of Utica, Herman T. Stichman, State Housing Commissioner, Frank C. Moore, State Comptroller and Nathaniel L. Gold-stein, State Attorney-General.
