This is an accelerated appeal wherein Appellant, Republic Power Partners, L.P., challenges the trial court’s order granting the plea to the jurisdiction filed by Appel-lee, the City of Lubbock, in a suit filed by Republic Power claiming breach of contract and breach of warranties by the City of Lubbock and West Texas Municipal Power Agency (WTMPA).
