The petitioner, the Police Commission of the City of Nashua (Commission), appeals a New Hampshire Public Employee Labor Relations Board (PELRB) ruling upholding the unfair labor practice charges of the respondent, the Police Patrolman’s Association of the City of Nashua (Association). See RSA273-A:5,1(e), (h), (i) (1999). We affirm.
