Appellant Bret S. Klein, a prisoner incarcerated within the Coloi’ado Department of Corrections (DOC), filed this civil rights action pursuant to 42 U.S.C. § 1983 alleging that Appellees violated his constitutional rights. Klein’s claims stem from the fact that, in the course of his transfer from one prison facility to another, he was required to dispose of several items of personal property.
