This case returns to this Court following a remand wherein this Court held that the circuit court had jurisdiction to hear plaintiffs claims alleging violation of Const 1963, art 11, § 5 and violation of the Michigan Civil Rights Act, MCL 37.2101 et seq.; MSA 3.548(101) et seq., and the Michigan Handicappers’ Civil Rights Act, MCL 37.1101 et seq.; MSA 3.550(101) et seq.
