Petitioner Beverly Forde (“Forde”) is a practicing Sunni Muslim incarcerated at the all-female Federal Correctional Institution in Danbury, Connecticut (“FCI Danbury”) where Maureen P. Baird is Warden (“Respondent”). 1 Male correctional officers at FCI Danbury, per Bureau of Prisons (“BOP”) policy, engage in both routine and emergency pat searches of inmates to ensure the safety and security of the facility.
