MEMORANDUM OPINION

Petitioner Omar Khadr (“petitioner” or “Khadr”) is a 22-year-old detainee at the United States Naval Base in Guantánamo Bay, Cuba, who has been held in United States custody since the age of fifteen. 1 On January 26, 2009, petitioner is scheduled to be tried by a military commission for alleged criminal violations of the law of war.
