This is a mandamus action pursuant to G. L. c. 249, § 5, brought by the Massachusetts Redemption Coalition, Inc. (Coalition), and two beverage container redemption *68centers against the Secretary of the Executive Office of Environmental Affairs (Secretary), claiming violations of the provisions of G. L. c. 94, §§ 321-327 (bottle bill), and asking the Secretary to revise the related regulations, 301 Code Mass. Regs. §§ 4.00 et seq. (1993).3 Pursuant to G.
