Claretta Rideout, appellant/cross-appellee (“Rideout”), and the Department of Public Safety & Correctional Services, appellee/cross-appellant (the “Department”), appeal from a judgment of the Circuit Court for Baltimore City affirming the ruling of an administrative law judge (“ALJ”) of the Office of Administrative Hearings (“OAH”).1 In that ruling, the ALJ determined that the Department incorrectly denied a request by Rideout for work-related accident leave pursuant to Md.
