Del-Cook Timber Company, Inc., and Del-Cook Lumber Company, Inc., (referred to hereinafter as Del-Cook) filed.a petition for declaratory judgment, naming as defendant the Georgia Department of Transportation (referred to hereinafter as DOT). In the petition, Del-Cook states that it hauls timber by tractor-trailer rig on the public roads of Georgia.
