Pedro Bisbal-Ramos appeals from the district court’s reduction of the compensatory and punitive damages awarded him by a jury in his suit against the City of Mayagüez, Puerto Rico, and Roberto Pér-ez-Colón, the President of the Mayagüez Municipal Assembly, alleging harassment and termination of employment in violation of his First Amendment rights. Bisbal also contends that the district judge who reduced the damages should not have done so because he was not the same judge who presided at trial.
