In re the Title, Ballot Title, Submission Clause, & Summary, Adopted August 26, 1991, Pertaining to the Proposed Initiative on Education Tax Refund

Timothy Francis Koch, the proponent of an initiative petition, pursuant to section 1-40-101(3), IB C.R.S. (1980), requests review of the validity of the title, submission clause, and summary set by the Title Setting Board (Title Board)1 for a proposed amendment to the Colorado Constitution concerning an income and property tax refund account for students no longer attending school in Colorado.
