WALSH, Justice:

In this appeal from the Superior Court, appellant/claimant-below, Norman Betts, (“Betts”) argues that the Industrial Accident Board (“IAB” or the “Board”) was barred by either res judicata or collateral estoppel from revisiting the issue of causation in regard to his Petition for Permanent Partial Disability Benefits in light of the Board’s previous determination that Betts suffered a compensable work-related injury.
