(dissenting) — Long before they could put a name to their fears, the people of this commonwealth took steps to prevent the emergence of a corporate state. They brought into the Union a constitution designed wholly to keep all ultimate powers of government in the hands of the people, powers to be exercised only by elected officers or appointed officials — and later, through initiative, referendum and recall, directly by themselves.
