In this appeal, we consider whether the administrative suspension of a driver’s license by the commissioner of motor vehicles (commissioner) constitutes a conviction for purposes of the federal 1 and state 2 constitutional protections against double jeopardy, thus barring further criminal prosecution for operating a motor vehicle while under the influence of an intoxicating liquor or drug.
