PRELIMINARY STATEMENT

Petitioner, Muriel Russell, was appointed by respondent Chancellor Fernandez as a trustee of Community School District 27 in the Borough of Queens. Petitioner was removed from her position as trustee after an investigation by the Special Commissioner of Investigation for the New York City School District concluded that she had engaged in political deal making in connection with the selection of a superintendent for Community School District 27.
