These are petitions by Stella Pappas to review two orders of the Federal Communications Commission. First, in the Second Report and Order, the Commission decided that the use of a lottery to award multichannel, multipoint distribution service licenses was in the public interest. Second, in the Third Report and Order, it declined to award preferences to women in lotteries used to issue mass media licenses.
