2Per curiam

Appellant Winston J. Banks appeals from an order of the District Court dismissing his civil action for lack of subject matter jurisdiction. For the reasons that follow, we will affirm.

On July 12, 2007, Banks filed a Charge of Discrimination with the Pennsylvania Human Relations Commission and the Equal Employment Opportunity Commission, in which he alleged discrimination on the basis of race, sex, and disability. Specifically, he asserted that he had been hired as a “tipstaff’ on January 24, 2000 by Judge Glynnis Hill of the Philadelphia Court of Common Pleas, First Judicial District.…
