¶ 1. The question before the court is whether Charter Manufacturing Company ("Charter"), the former long-term tenant of property owned by Garland Brothers Joint Venture ("Garland Brothers"), could be liable for injuries to Russell T. Brenner, a construction worker who labored at the former Garland Brothers building after it had been sold to Milwaukee World Festival, Inc. ("MWF").
