This is an appeal filed on behalf of F.S. and Z.S. 1 by their guardian ad litem, Reggie R. Bailey (hereinafter referred to collectively as “the petitioners”), from a decision of the Circuit Court of Wood County dismissing a petition for abuse and neglect against their father, C.S. (hereinafter “the respondent” or “the father”). The underlying abuse and neglect petition was based upon allegations of sexual abuse by the father against F.S.
