Defendant appeals his conviction for violating Los Angeles County Code sections 7.80.030 and 7.80.040. We affirm.

Factual Synopsis

On June 20, 1986, Carol Willis, a deputy sheriff for Los Angeles County, was conducting an investigation on the licensing of taxicabs in Marina del Rey, an unincorporated area of Los Angeles County.
