In August 2010, Steel Dynamics Columbus, LLC (under its former name, Severs-tal Columbus, LLC),1 contracted with Al-tech Environment USA Corp. to purchase two continuous emissions monitoring units (“CEMS”) for its steel plant in Columbus, Mississippi. The CEMS, installed at Steel’s plant in 2011, were required by the Mississippi Department of Environmental Quality (“MDEQ”) under the Title V permit issued to Steel.
