In January 2014, Plaintiff Henry Francis submitted a Freedom of Information Act (“FOIA”) request to the- Executive Office for United States Attorneys (“EOUSA”), seeking specific information pertaining to his federal prosecution and sentence. EOUSA’s failure to locate responsive records forms the basis of this lawsuit.
