This is an application for a writ of certiorari to review the award of a contract for the disposal of garbage and ashes made by the board of commissioners of the city of Long Branch to Norman S. Tice, trading as Norman S. Tice & Company. The-contract is for a period of five years. The payment for the first j^ear is $21,000. Thereafter there is an annual increase of $500.
