Pending before the court is “Plaintiffs Motion for Preliminary Injunction, Expedited Discovery and a Hearing,” filed January 19, 1996. A hearing in chambers was held in this matter on April 12,1996, and the parties agreed that the Court should resolve plaintiffs motion without conducting an evidentiary hearing.
