On October 29, 2013, the parties appeared, by Counsel, before this Court on Appellant’s appeal from the Final Order of the Virginia Board of Veterinary Medicine dated June 3, 2013. The Court heard oral argument, took the matter under advisement, and accepted written memoranda on Appellant’s third assignment of error in her Petition for Appeal.
