Before the Court is the petition of Ralph J. Jackson for a writ of habeas corpus or, in the alternative, for a writ of mandamus. Petitioner was serving a combined sentence of twenty-three years and six months with a full-term expiration date of February 7, 1995, as a. result of three federal district court convictions. He was paroled on December 5, 1979, but the United States Parole Commission issued a parole violator warrant on April 28, 1980, based upon his arrest for assault with a dangerous weapon in the District of Columbia and charges that he was…
