I. FACTUAL BAC&GROUND

From the pleadings and records before this Court, it appears that the series of events culminating in this lawsuit began when a campaign letter was written by the defendant F. James Sensenbrenner, then the Wisconsin State Representative for the 10th District and a member of the Republican Assembly Campaign Committee. The letter, dated December 12, 1973, extols the virtues of a State Assembly dominated by Republican representatives and requests campaign contributions to assist the Republican Par ty.
