In these consolidated eases, the West Virginia Department of Health and Human Resources (hereinafter “WVDHHR”) appeals from the dispositions in two separate juvenile delinquency proceedings where the respective circuit courts 1 temporarily placed the juveniles in out-of-state facilities.
