Appeal from a judgment of the Supreme Court (Plumadore, J.), entered May 10, 1991 in Clinton County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to, inter alia, permanently enjoin respondent Common Council of the City of Plattsburgh from conducting executive sessions to discuss the elimination of City positions.
