ORDER GRANTING DEFENDANTS’ MOTION FOR SUMMARY JUDGMENT

ALDON J. ANDERSON, Senior District Judge.

Plaintiffs brought the above-captioned action under 42 U.S.C. § 1983. Defendants separately brought motions for summary judgment. The court has received the briefs of the parties. Shortly before the scheduled hearing on Defendants’ motions, the parties decided to waive oral arguments and submit the issues to the court on the briefs.
