The United States (appellant) filed a complaint and a motion for a preliminary injunction in the U. S. District Court for the Southern District of Mississippi under Part IV of the Civil Rights Act of 1957 1 against Jonathan R. Edwards, Jr., Sheriff of Rankin County, Mississippi (appellee).
