McGOWAN, Circuit Judge:

Appellant was formerly employed as a secretary by the National Aeronautics and Space Administration [NASA]. She was discharged from that position on January 6, 1963, for having “falsified official time and attendance reports and fraudulently obtained overtime compensation.” 1 Appellant was notified of this charge by a letter, dated December 5, 1962, from the director of her office.
