This case presents the question whether Section 12 of the Reasonable Rents Act of Puerto Rico-1 is valid in so far as it denies to the owner of a building used for business, commercial or industrial purposes the right to maintain an action, of unlawful detainer against his tenant in order to recover possession of the building for the purpose of withdrawing it from the rental market and devoting it to his own use.
