This case concerns the classification of clock weights imported from West Germany in 1962 as clock assemblies consisting of two pieces each, under paragraph 368(c) (3), Tariff Act of 1930 (19 U.S.C. § 1001, paragraph 368(c) (3)), as modified by the Torquay Protocol to the General Agreement on Tariffs and Trade (T.D. 52739), and the assessment with duty thereunder at the rate of 32% per centum ad valorem plus 1% cents for each piece.* Plaintiff claims that the articles are properly classifiable under the provision for parts of clocks in paragraph 368(c) (6) of said Act, as…
