Background
This child protective proceeding began on June 18, 2009 when the Administration for Children’s Services (hereinafter ACS) exercised its emergency removal powers pursuant to Family Court Act § 1024 and removed the subject children, Jamie (age three) and Nancy (age 11), from the respondent mother, Margarita C.
